Commission caps
The Transport Network Companies, Owners, Drivers and Passengers Regulations, 2022 cap the commission ride-hailing platforms can charge drivers at 18% of trip earnings.
Licensing
Platforms operating in Kenya are required to hold a transport network licence from the NTSA and register as data controllers or processors with Kenya's Data Commissioner.
What's changing
As of 2026, the Ministry of Roads and Transport has been consulting on a proposed minimum fare per trip, and a Competition (Amendment) Bill before parliament would give regulators broader oversight of platform commission structures. These are proposals in progress, not yet final law — worth watching if you're a driver or a frequent rider.
